With the Wyoming Senate File SF0054, 2018, the corporation committee of the Senate, advanced, and the Legislature passed , W.S.16-4-204(e) requiring each of Wyoming's counties to designate one public records person, effective July 1st, 2019.
All Freedom of Information requests (FOIA) will be serviced, by the public records person. This person, will process the request and record the outcome. In Sheridan County, our county administrator for the BOCC, is that person.
Why would the state want a single person to be drop zone for all FOIA requests? Why, centralize and collect, the who, what, when, where and why, and the result of a FOIA request?
The FOIA, the process, and its outcome are recorded into a database. All FOIA request initiated in Sheridan County are transferred to the State Attorney General's office, why? What appears to be a gracious effort to accommodate, under, "public records", W.S. 16-4-201, allows, the state of Wyoming to retain, who asked a question, of whom, and what was the answer.
The Germans are expert record keepers. During WWII the Germans were assisted in record keeping through a contract with IBM computer systems. This record keeping is what hung a few Germans at Nuremberg.
Wyoming accepted administrative state government 1966. The Wyoming Department of Administration and Information encompass all government agencies in Wyoming, and as of July 2019, all 23 county governments, are also under the Wyoming Department of Administration and Information.
